Identifying opportunities for collaboration & integration of 10 Local Authority transport operations.
The South East Wales Transport Alliance (‘SEWTA’) is a consortium of 10 local authorities which prepares and co-ordinates regional transport policies, plans and programmes on behalf of its constituent councils.
EDGE was commissioned to develop proposals for how passenger transport could be better provided collaboratively across all authorities and develop the financial and service quality opportunities.
Over a 3 month period EDGE was able to identify a clear plan for each aspect of transport provision with solutions ranging from full integration of operational teams to better joined up planning and lobbying across the region. EDGE’s experience of collaboration across very different organisations enabled a realistic and practical plan which took full account of the challenges of collaboration such as the realities of loss of political sovereignty, developing workable contractual arrangements and the widely differing cultures and terms and conditions of each team coming together.
